writing is very important imagine or sometimes until speaking!!
writing skill is important because anybody read your write can know you!!
writing can show a part of your ethics!

Well,imagination is crucial if you really want to write a good piece.
But it's not needed in formal writing like letters and such things where you have to use words from your repertoire.
Then,if you want to put some peppers to your writing,trigger your imagination by a an image a video or something that will make it work according to you.

but spouse that you have all writing skills but u have not powerful imagination to create story and related things .
i think after having all skills we need powerful imagination and if we have not such imagination we cannot make a good writing .

To answer your question I think imagination is one of the stages in writing skills. In fact, it is one of the skills itself.
