Did a little search in google on cloud types and found that such clouds are called ALTOCUMULUS(I think so)

So it can be given its scientific name as : ALTOCUMULUS clouds

OR

putting aside the science(serious) stuff, just seeing the clouds I suggest the names:

Puffy Sky Or Bouffant Sky Or Cloud streaks..

Hi, Ann! It looks like bubbles, so I love to call it as Bubbly Sky or Bubble Sky. On the bottom of this picture, the sky is opened up along the way as it's one line in the middle. Yeah, certainly it's beautiful & it's an unusual spectacle.

SiraA , Did you see the clouds that day ? I sat in the room all day. Luckily,I saw the sky at 7 pm.,it was not getting dark and I had enough time to take pictures.

Now, I wants to eat cotton candy !
